| Chinese General Administration of Sport and Ministry of Education unity have distributed "notice on carrying out the whole nation teen-agers campus football activity " in April,2009, and in convening the whole nation teen-agers campus football activity working conference in June,2009, have started the whole nation teen-agers campus football activity plan formally, have studied and arranged the related works to carry out campus football activity for driving our country teen-agers campus football activity to exercise broad further in the future. Shijiazhuang City is one of 16 football priority cities and areas in initial opening reform stage of our country, and has made significant contribution for the football development of our country. Now, our country government decides to take campus as basis and re-plans the development strategy, and takes Shijiazhuang City as a teen-agers campus football activity plan distributed unit in Hebei province. Shijiazhuang City takes the responsibility to vitalize Shijiazhuang football, vitalize Hebei football and let Hebei football hop off again and takes important responsibility to provide football reserve talented players to our country in the future. Therefore, we must scan the development course of Hebei football and the present situation of Shijiazhuang football development again carefully, and has an acquaintance with the primary and middle school football development situation to work out the cultivation scheme for Shijiazhuang City's football reserve talented players combined with "national teen-agers campus football implementation plan". And provide theory reference for Shijiazhuang sports bureau to carry out teen-agers campus, also make out the theory reference pattern to extend in the future within whole province.This paper takes 47 primary and middle school of "teen-agers campus football plan" distributed school of Shijiazhuang as object of study, and takes the literature data, survey, comparison, statistics, logical analysis as research methods to make investigation and analysis to the development situation of "teen-agers campus football plan" distributed school, and reaches the following conclusion:1. Few of the "teen-agers campus football plan" distributed school has no football playing field, and other schools'football playing fields and facilities condition are uneven, but have the basic conditions to carry out football activities. 2. The "teen-agers campus football plan" distributed schools have insufficiency of football teacher, and most of them are young and middle-aged teachers. They have good educational background, but the ability of football teaching is relatively poor.3. Football is not popular and had not o good development situation in Shijiazhuang' "teen-agers campus football plan" distributed schools. The acquaintance degree of teacher and student with "teen-agers campus football plan" is insufficient. But the teacher and student show extremely large fervency to participating in the activity.4. The students of plan distributed school have no fixing place to play football and have no special football teacher to instruct them. The students play football 1-2 times a week and every time not exceeding 1 hour.5. More than half of the plan distributed schools have not organized any form of campus football match. Therefore few of the students had participated standard organized campus football match.6. The plan distributed schools put less money into campus football and it is not satisfied to carry out campus football development.7. The plan distributed schools have no fixed system of reward to give encourage and reward to the teachers and students who make achievements in campus football.8. The parents of students in the plan distributed schools are not acquainted with the "teen-agers campus football plan" and indicate that they don't support their kids to participate the "teen-agers campus football plan".
