With the in-depth development of economic globalization and regional economic integration, strengthening the regional cooperation and exchange become a major economic development trend in the world. In order to cope with the challenges of globalization, there have already been formed the regional economic cooperation with Shanghai as the center of the Yangtze River Delta economic circle, to Guangzhou and Shenzhen as the center of the Pearl River Delta economic circle and Beijing and Tianjin as the center of the Jing Jin Yi economic circle. The formation of these economic zones had a significant impact on the development of regional economic. Human resources as "the first resource", playing an important role in the development of regional economic. Gungxi Beibu Gulf Economic Zone was established as the functional orientation of China - ASEAN cooperation and opening up the logistics base, business base, manufacturing base and information exchange center. the key is to further speed up and enhance the soft power of Beibu Gulf Economic Zone to achieve this goal, which is inseparable from the human resources development.In this paper, firstly review the literature about the talent development policy of the domestic and foreign and propose the ideas and methods of this paper. Then define the concepts of the human resources and talent development policy and made the study area about talent in this paper. On this basis of the scope of the talent, try to introduce the "human resources - economic" growth function of human capital theory, behavior theory, supply and demand of human resources theory to support the importance of the talent development in Guangxi Beibu Gulf Economic Zone.On the basis of theoretical study, firstly try to introduce the current situation about the quantity, quality and structure of the talent resources in Guangxi Beibu Gulf Economic Zone, then concluded that the current status of human resources can not meet the need of economic development in the Beibu Gulf Economic Zone and propose the necessity of the talent development. Second, discuss the current policy of talent development in the Beibu Gulf Economic Zone and indicate its shortcomings. Finally propose some suggestions about the human resources development policy through the talent development policy system, such as the policy formulation, implementation, evaluation, which is to promote the coordinated development between the economic and talent in Guangxi Beibu Gulf Economic Zone.
