In recent years, with the rapid social and economic development of Wujiang city, the total talent population and structure have increased vigorously which provided intellectual support to the economy. As the industrial transformation and upgrading strategy has been putting forward and carrying out, talents, especially the high-qualified talents, have become the target and core of talent introduction everywhere. Under this background, Wujiang also promulgated a series of policies concerning talent introduction expecting a leading position in this regard. At the beginning, Wujiang has adopted the government-leading type which totally relys on the government-based intermediary organs to help the enterprises to acquire the high-qualified talents. This type of talent introduction has made up for the market absence and exerted great influence to talent-gathering. However, the defects of government-leading type have become conspicuous recently with the high demands of industrial transformation and upgrading. This thesis reveals the inadequacy of government-leading type for talent introduction through analyzing its internal and market contradictions. At present, the integration of Yanstze River Delta and the economic development of Wujiang city have raised new demands to the talent introduction. Therefore, this thesis suggested that the talent introduction should be market-leading rather than government-leading. To achieve this goal, the government should be re-oriented its role by such measures as innovating talent service mode, promoting market transformation of talent introduction, improving township talent introduction service and so on.
