The Fifth Plenary Session of the Sixteenth National Congress of the CPC has put forward the strategic aim of"New Socialist Countryside Construction". To construct the new countryside must develop the rural education, and developing the rural education has to own the high-quality rural teaching staff, and the key factor of strengthening the construction lies in improving the rural teacher's quality. The rural teacher is the rural intellectual elite, and the level of quality has the close there is the close relationship between the high or low quality of rural teachers and new countryside construction. Therefore,based on the former research, the requirement of new countryside construction and rural educational development, the requirement of teacher's development theory, personal experience and interest, chosen"new countryside construction"as the specific background, the paper does some researches on the rural primary and secondary teacher quality which is not only common but also newer with time topic. The research has the important theoretical significance for enriching and developing the rural educational theory and the theory of teacher's quality, and it also has positive practical significance for the promotion of implementation of quality education and improvement of basic education quality under the background of new rural construction. It can also provide theoretical guidance for cultivating and improving the rural primary and secondary teachers'quality, and provide theoretical basis and reference for making and perfecting educational policy.The new countryside construction is proposed under the specific times background, and has the special target requirements and strategic significance. Rural education has the close relationship with the new countryside construction: that is rural education is the foundation of new countryside construction. New countryside construction relays on rural education, and rural education supply the intellectual support for the material civilization construction of new countryside construction; rural basic education is one of the important vectors of new countryside spiritual civilization construction, and play an important role of promotion, propagation and improvement for spiritual civilization construction; rural education is the guarantee of political civilization, and is also one of important factors for promoting the construction of material civilization and spiritual civilization. Rural primary and secondary teacher quality has the close relationship with the new countryside construction: rural primary and secondary teacher quality is one of the influencing factors of new countryside, and its improvement is key factor of new countryside construction; new countryside construction raise a claim for the improvement of rural primary and secondary teacher quality, and require that the teachers should have education idea, knowledge construction, and comprehensive teaching ability coinciding with new countryside ability; at the same time, new countryside construction also provide the good opportunity and environment for the teachers'development, and provide wide social background for the growth and development; new countryside construction and rural primary and secondary teachers'quality interact with each other, and are also mutual promotion.Centering on educational concept, moral quality, knowledge quality, ability quality, physical and mental quality, five aspects, through selecting primary and secondary teachers'quality for questionnaire, individual interview, painstaking analysis of investigation results, and carrying out the investigation and analysis on the practical means state of rural primary and secondary teachers'quality under the background of new countryside construction, the paper summarizes the existent insufficiency of rural primary and secondary teachers, and analyze the causes of leading to the rural teachers'comparative outmoded notions, and professional dedication needing improving, deficiency of modern teaching ability and improper psychosomatic condition.The promotion of rural primary and secondary teachers'quality is an urgent problem to be solved, and also comparative long process, and need the resultant force formed by external factors and teacher themselves internal factors, only through that way, can the promotion of rural primary and secondary teachers'quality be better solved and realized. Base on the rural primary and secondary teachers'quality present situation and the background of new countryside construction, and the close connection between both, the paper makes an attempt to put forward the strategy of promoting rural primary and secondary teachers'quality in order to make the rural primary and secondary teachers further renew educational concept, improving professional ethics, optimize knowledge structure, enhance practical ability, promote physical and mental health when they serve the new countryside construction.
