Compulsory education has constantly developed since the Reform and Opening-up Policy (1978) in China. It focused on the curriculum provision and its implementation for a log period of time, however, few researches on the policy basis and the history of the curriculum reform have been seen, and some symmetrical and intensive studies on the history development of the curriculum policy of the compulsory education are especially demanded. The curriculum policy in a stage typifies the problems in the given period. Curriculum policy is the core of basic education reform, which directly influences the change of curriculum aim, curriculum structure, curriculum content, curriculum implementation and curriculum evaluation. This study is going to clarify and recollect the history of the development of the curriculum policy of the compulsory education in China since the Reform and Opening-up Policy in China, rationally analyses its characteristics and expose its influence factors so that it provides the current basic education reform with sources of references and reasonable basis and the steadiness and consciousness of practitioners who carry out the curriculum policy can also be uplifted.Former scholars' researches are limited to one certain respect of the curriculum reform, such as the basic rationales, value, rights or implementation, but they have scarcely paid attention to the lineal development of the curriculum policy and systematically made differentiation, analysis, comparison, summarization, reflection and construction for it. Therefore, this study attempts to bring out the basic direction of the development of the curriculum policy through discussing the internal agents of the development of the curriculum policy of the compulsory education since the Reform and Opening-up Policy and making known some factors that rule or norm the development of the curriculum policy of the compulsory education in China from many different angles in order to offer some historical experience and references to the innovative development of curriculum policy of current compulsory education.This study consists of 7 parts:Part 1 is the introduction in which the reasons this topic is chosen have been explained, the purpose and meaning have been clarified, relevant concepts have been defined, some products with its shortages have been analyzed and the main content and basic train of thought have been outlined.Part 2 sketches the curriculum policy. Components, functions, implementation and relative theoretical principles of curriculum policy have been expounded. The emphasis is put on the relation between curriculum policy and curriculum reform, the restrictions the curriculum policy imposed on the curriculum reform and the factors that can guarantee the implementing of curriculum policy. This parts aims at laying a theory foundation and building a discourse terrace.Parts 3, part 4 and part 5 clarify the development of the compulsory education from aspects of the goal, content and implementation of the curriculum policy. Integrated with special background in every certain historical period, these three parts systematically sort out the characteristics of corresponding period and summarize the basic experience of policy of the compulsory education in China since the Reform and Opening-up Policy.Part 6 is the reflection of curriculum policy since the Reform and Opening-up Policy. It analyses some existing problems of the curriculum policy in the compulsory education stage and puts forward some solutions after recollecting the purpose, decision, content, implementation and development of curriculum policy.The last part hopes for the development of curriculum policy in China. Based on the current social background, economic power and education situation, this study forecasts the development trend of curriculum policy in China to make contributions to the curriculum fair and healthy growth of the compulsory education.
