Along with the implementation of the curriculum reform, the importance of curriculum resources has revealed day after day. On the one hand, the curriculum resources are especially insufficient as the executive condition, on the other hand because of the weak awareness of curriculum resources a large number of curriculum resources has been ignored, not in a timely manner after processed and transformed into the actual curriculum. It caused many valuable curriculum resources the idle and the waste. The curriculum resources guarantee the achievement of the curriculum goal, and the effective development of the curriculum resources is in direct relation with the result of curriculum implements. Therefore, how to develop rural junior high school curriculum resources, labor and technical education teachers is worth exploring.This study is divided into four parts:The first part analyzes the concept of labor and technical education and the type of curriculum resources, and three goals from the perspective of curriculum work summarized the characteristics and technical education courses, made the labor and technical education courses developed five principles, clarifying labor and Technical education curriculum resources development of the basic ideas, enhance the development and utilization of curriculum resources and effectiveness of scientific.The second part though conducting a questionnaire survey, analyzes the existing problems in the labor and technical resources development and utilization of the current rural junior high school education.The third part analyzes the reasons caused these problems:the constraints of exam-oriented education; the shackles of school management system; urban orientation of teaching materials; teachers'ideas and ability not to follow-up timely; the lack of initiative of student; social support is not enough Etc.The fourth part is an essential part of this article that tries to propose basic strategy and suggestions to the labor and technical education curriculum resource development and utilization from four respects:the establishment of curriculum development and utilization of resources, protection mechanism, based on school curriculum development and utilization of resources, attention and co-household resources, links to and develop community resources.
