Independent Colleges are the Chinese characteristics new product by the system reformations of high education in the background of the popular in the area of high education. It has been the most important part in the high education in China, though it had only emerged about ten years. With the progress of the popular in the area of high education, In order to give more support and encouragement,the government has drew up some policies and regulations. At the same time,it also raised more higher requirements to the teaching quality of the independent colleges. On the other hand, the independent colleges which held by the market mechanism will face with more and more intense market competition, that will made the develop focus transferred to the quality from the expansion. To established and strengthen the teaching quality assurance system is the most approach to improve the teaching quality quickly in independent colleges.This paper combines with the essence cogitations of the Progress-quality, Cybernetics, Total quality management and the investigate comments raised by the teaching assessment experts during the period of the independent colleges in HuBei Province. It analyze the problems and the reason of the teaching quality and the assurance system in independent colleges, and the raise a new the teaching quality assurance system scheme with the combination of internal and external about the independent colleges. This paper involves five parts:The first part, which introduce the related background and the significance of the research, generalize the related research about the teaching quality assurance system of the independent colleges, and explain the path and the method of the research of this paper.The second part, which make the definition of the core concept, introduce the basic theory of the research ----the content of the Progress-quality, Cybernetics,and the Total quality management.Then make the further elaborate of the application of the three theories in the teaching quality assurance system of independent colleges.The third part, which introduce characteristics the three elements of the teaching quality in independent colleges with the combination of the theory of the progress-quality (the input quality of the teaching requirements,the progress quality of the teaching,the output quality of the talent training), according to the investigate comments raised by the discipline teaching assessments of the independent colleges in HuBei provinces. It poses that the teaching quality of the current independent colleges contains three problems:the input of the teaching requirements can not meet the training needs, the quality of the teaching progress can not get effectively assurance, the capacity and the quality of the students can not meet the needs of the society. It analyze the reason of the quality problem with the combination of the Cybernetics, it includes:inaccurate targeting, imperfect input indemnity, discord organization and operation and incomplete quality monitoring. And then,it raise three problems of different aspects in the teaching quality assurance system in the independent colleges, it involves:non-clear construction of system principles, incomplete links of system constitution, inadequate system of external support.The forth part, which introduce the basic principles of the construction of the independent colleges with the combination of the theory of the Total quality management. According to the theory of the Cybernetics, it establishes a system of teaching quality assurance system in independent colleges, which involves four sub-systems:the system of the teaching target, the system of the teaching conditions, the system of the organization and operation, and the system of the quality monitoring, and at last, make explanation of the system of external support, which includes the government, the maternal college, the social intermediary organization and the market.
