The 21st century is the era of the knowledge economy. It means that talent cultivation, especially high quality talent cultivation, has caused worldwide concern. Higher vocational education as part of higher education in the national economy development with a special status is an important booster of economy development. The highly skilled personnel has direct correlation with upgrading and optimizing of industrial structure, as well as transformation of economic growth-way. In 2006, ministry of education 16th documents "about the overall improvement of higher vocational education teaching quality of several opinions "explicitly pointed out:" higher vocational education as a type of higher education in the development, is being with a mission of training highly skilled personnel for the production, construction, service and management of the first line needs in China. It plays an irreplaceable role in accelerating in the proceeding of Chinese socialist modernization".The training mode is the key to improve the quality of higher vocational education. Nowadays, work-integrated learning of talent training mode has been widely recognized in higher vocational colleges. It contributes to promoting the quality of higher vocational education. With comparison with the traditional training model, combination of learning in school and off-campus practice is the most important feature of work-integrated learning.At present the extracurricular practice mainly has two forms; first, the extracurricular specialized practice, the characteristic is concentrated and does not go on duty, another is different. Off-campus practical teaching management based on the work-integrated learning is a kind of process management. From the whole quality management perspective, this management is only confined to off-campus in time and space. But in the connotations, it cannot be separated with the entire school and is closely related to teaching input, teaching process and teaching effect, involving occupational ethics,knowledge,ability and other aspects of system requirements. Off-campus practice is not a cursory look at flowers outside, not in a position to determine the master with the teaching, but a kind of practice with real work environment and the task of study. The student of off-campus practice will be an enterprises employees, but still in the stage of learning in school, the school cannot shirk its management responsibilities. At present, because the student will be an employee, some school management becomes a mere formality without reasonable institution, which makes difficult to evaluate teaching quality. Finally, the quality of talent training will be influenced seriously. Off-campus practice teaching management has wide involvements, including enterprise, school and government, etc. But, first of all, schools ought to consummate work which related with themselves. In this regard there are some experiences we can learn from, such as Canadas cooperative education and so on. With the guide of work-integrated learning, from the perspective of the school, comprehensively study the off-campus practice teaching management has important significance.
