University college academic leaders are one kind of the most important human resources, who are in the talented group of colleges and universities. As for the organizer and leader of a university discipline construction, academic leaders have some common features including pioneering, authority, dedication and innovation features. For colleges and universities, first-class qualification of teachers is the key factor in developing first-class university disciplines and creating first-class achievements. At the same time, academic leaders play a cornerstone role in the process. However, most study for academic leaders mainly focuses on the simple description of quality or ability as well as the construction of the academic leader team qualitatively, while lacking the comprehensive evaluation. This thesis attempts to build a comprehensive evaluation system for academic leader team qualitatively and quantitatively.Firstly, the retrospective relevant content and summary for the theory of the academic leaders in colleges and universities as well as elevation theory are conducted, highlighting the concept of academic leaders. Articles on domestic academic leaders and the evaluation of university teachers were analyzed and summarized, using literature analysis method.Secondly, the theoretical and practical bases for the evaluation on university academic leaders are proposed. Based on lots of literatures, the current status and the problems of evaluation on university academic leaders are discussed, combining with the actual situation of academic leaders. Also, the deep-seated reasons are analyzed, which can provide references for constructing a comprehensive evaluation system.This thesis focuses on the construction of the comprehensive evaluation system for college academic leaders. After analyzing the principle of the evaluation system and determining the steps for indicators, the criteria of evaluation indicators are proposed. In this thesis, anonymous questionnaire survey is carried out, which demonstrates the collective wisdom(including seventy science and engineering, liberal arts, twenty-two people) of eighty-eight professors, four associate professor from Nanjing University of Aeronautics and Astronautics (including proficient experts in human resources).Then, the comprehensive evaluation system for the academic leaders in university of science and engineering, liberal arts is formed. Based on the analysis of the methods for determining weight, Delphi method is used to calculate the weights of the indicators in various levels.Finally, the form of the comprehensive evaluation for college academic leaders is proposed, including leaders in science and engineering and the humanities disciplines.
