With the advent of knowledge-based economy, higher education went into the ranks of international competition. The introduction of new initiatives of building world-class and high-level universities, with China's"985 Project"and"211 Project"as examples, all these prove the feasibility and necessity for China-class universities to step toward world-class level. In order to enhance the international competitiveness and become the world-class level, our first-class universities should fully understand the reality of their own resources, In particular, human, financial and material resources, that is physical resources of schools. Based on the experience and lessons of world-class levels, continue to optimize and allocate our own school resources. The paper aims to offer some reference to our leading universities on tangible resource optimized allocation in order to push them to stand on the world-class level as soon as possible.To obtain a comprehensive understanding of the tangible resource allocation from home and abroad, the paper starts from the basic theory and use the method of journal literature survey and combining the data with the case. Based on multi-angles comparison of resources and allocation of different universities, the paper concludes our first-class universities in the pupil-teacher ratio, teacher staff ratio and teacher qualifications Academic Affiliation; higher education resource allocation mechanism, channels of financial resources, the principal's role as a fund-raising; the ratio of school housing occupancy and utilization, the awareness of social services; to show the obvious gap between world-class universities and look for deep reasons. Our colleges need to reform or improve ourselves.Based on the comparative analysis of world-class universities, with the spirit of science, applicability and flexibility, combined with the policies and constraints our first-class universities are facing, the paper provides them with strategies of optimized allocation to solve the problem that our first-class universities have in resource allocation.
