Since the founding of New China, China's socio-economic development has made remarkable achievements. The national economy develops at high speed steadily, social wealth increase, pace of urbanization speeds up, the people's living standards significantly increased, social welfare gets great improvement, under the leadership of The CPC Central Committee and the State Council, China stride forward Well-off society.At the same time, it is noteworthy that China's social development appears some discordant voices. Education fair becomes the focus of community discussion. The non-balanced development of urban and rural compulsory education is education funfair's important aspect currently. The reasons of China's unbalanced development of urban and rural compulsory education are extensive. But the root cause is lack of government responsibility, the main body of the government does not have a strong sense. The main performance of lack of government responsibility is the implementation of the urban and rural management system after the founding of the New China, The development of urban and rural areas are isolated. The various public resources of nation's ordinance tilt the town, remote and backward rural areas are neglected. Besides, Country financial resources were limited along period of time. It is difficult that raising large funds is used for compulsory education in rural areas of transfer payments. Urban and rural economic development existed the gap between itself. The detection system of balanced development of compulsory education is Very imperfect. These reasons resulted urban and rural compulsory education in uneven development, so it weaken our country's education fair.From a macro level, the allocation of resources for compulsory education in urban and rural areas in recent years, from the micro level urban and rural areas of Xinyang City, Henan Province compulsory education allocation of resources, they are unfair. This thesis analyzed its causes deep going through related theory. The author believes that the key to solve the problem is the complete Change of the urban and rural management system. At the same time, increase the public financial investment in rural areas, regulate the responsibility government for compulsory education, improve the Compulsory Education Law, reform rural compulsory education management system, establish the resource-sharing mechanism for urban and rural compulsory education, establish compulsory education's monitoring and evaluation system. Only in this way can we promote the balanced development of compulsory education in urban and rural areas.
