Although to the point that the classroom instruction in higher normal institutions has its own characteristic which differ from that in common higher school, many researchers and practitioners have reached a consensus, there are still many differences in how to assess it and which criterion can be used to measure its quality. According to the recent studies, many results obtained by research is desired to affirmative, but there are stilt some deficiencies. In this paper, those questions that recently lie in evaluation system of quality in the classroom instruction in the higher normal school will be analyzed and a set of new evaluation system of that will be constructed on the direction of modern view of instructional evaluation to promote the reform and manage in our classroom instruction in higher normal school.This paper is divided into three parts:The first analyzes the necessity of constructing instructional evaluation system in the classroom instruction in higher normal school. Beginning with the analyses on the main questions that lie in evaluation system recently, this part emphasize the significiency both in theory and in practice about constructing scientific and fit evaluation system to assess the instructional quality in classroom:1 It contributes to direct correctly the classroom instruction in higher normal school; 2 It contributes to increase the accuracy of assessing outcome and provide scientific basis for the management of teaching; 3 It contributes to promote the change of the educational view to reform the classroom instruction in higher normal school; 4 It contributes to enrich the theory on the educational evaluatioit and improve the spread of mind of modern teaching evaluation; 5 It contributes to perfect the study of theory on the classroom instruction and promote scientification of the study on the teaching in higher normal school.The second mainly points out the main thinking on constructing evaluation system of the classroom instruction. With the macro-guide of the modern view of teaching evaluation, this part puts forward an overall new thinking, which combines the methods of content analyses, investigation and factor analyses. Meanwhile, this part also discusses the rationalization of the new thinking.The last constructs a new evaluation system of the classroom instruction in the higher normal school. According to the thinking put forward above, this part can be divided into 4 steps.The first step is the intensive analyses of the teaching quality of classroom in higher normal school. First, the intension and extension of the classroom teaching is limited and its five features is discussed, that is, the characteristic of direction, education, niodel, vitality and practice. Based on the understanding of the classroom instruction and combining with the definition of quality, a newdefinition of the quality in classroom iiistruction in higher normal school is suggested. in order to set up the modern view of the quality in classroom instruction, the paper mainly discusses three relative questions: 1 How to deal with the relationship between the characteristic of education and learning in classroom instruction? The characteristic of education and learning are the union of contradiction, in the movement of contradiction, they are improved each other and construct the two-subject characteristic of the education in normal school. So we must insist on the combination of them in normal school. 2 What is the core in quality in the classroom instruction? The basis that forms the quality of teaching is the spread of the process of teaching, then the quality in the classroom instruction is in its process. 3 Which quality should the normal school students possess? The challenge of times, the requirement of the career of teaching and the characteristic of the normal school students, all of which determine the base quality of the normal students, i.e. the view of the value, the mind of modern education, rational construction of knowledge and ability.The second step is the study...
