Real life has proved that opinions has grown into a mighty spiritual force affecting people' social life and ideology. In the West, it is even called "the fourth authority" independent of the other three-administration, legislation and judicature. With the development of Internet throughout the world, Internet possesses considerable dimensions that produce great power and influence. Therefore people say that Internet is also called "the fourth media" excluded from the traditional medium-newspaper, broadcasting and television. As a new media it affects our forms of news spreading as well as our patterns of public opinions. It has become a new front of mass media. If we are to classify the forms of spreading public opinions, we can feel certain that there really exists a new form-opinions on web in addition to broadcasting, newspapers & magazines, and TV & movies.After analyzing the definitions and synthesizing viewpoints of various concepts of public opinions, we conclude a brief definition of opinions on web-Network opinions are some affective and tendentious viewpoints or arguments that the public express about a certain topic which is spread on internet.Network opinions should be seen as a form of public opinions though spread through a new media. We can analyze the general and specific characters of Network opinions. The generality is what the Network media shares with other traditional medium, while the specification is something different from other traditional medium. The generalities of Network opinions includes being consciousness, historic, evaluation, spontaneity, publicity, and broadcasting, and their specific characters are being uncontrollable, pluralistic, enrichment, rencounter,complicacy. The analysis is followed by theoretical discussion of problems about Network opinions i.e. the structures and elements, the forming process and rule of operation, etc.College students are required to acquire correct world outlook, outlook of life and values. They should both be instructed by scientific world outlook and be guided by correct opinions. Network opinions exert great influence on the evolution of college students' "three outlooks". They have enormous spiritual driving force and social influence on "three outlooks", which is a key source for the evolution of "three outlooks". Network opinions is a regulator which has negative as well as positive influence on the development of "three outlooks".
