In the past two decades, the overwhelming majority industries had entered into buyer's market early or late , but pedagogical activity, above all higher education, still get off to seller's market.Many scholars put forward the viewpiont of "higher education industrialization", sparkplug education industry by way of new economic growth point aimed at current"domestic demand sluggishness". None the less , it will answer whether higher education could be industrialized & if could,what we should pay attention to by discussing and analysing whether higher education industry could become new economic growth point,how big contribution expanding recruiting scale(ERS) makes to economic growth,whether the economic growth have achieved authors'forecast, so research has very important theory and practice value.The article sets out from above questions,draws its conclusion by means of actual calculation & analysis. Firstly,it reviews its background,indicates its purpose &siginificence,it also subjectively appraises the relative documents at home and abroad.Secondly,it analyses impact of higher education on economic growth from short-run and long-run,then it looks into questions of expanding recruits & potential demands.Thirdly, based on the feasibility of expangding recruits ,the article adopts static Input Output Model (IOT) to calculate actual economic growth,and exercises 1999 data to testifies IOT'practicability ,then it analyses its results profoundly.Finally,it prospects the colleges intending orientation, analysing massification stage of higher education and scale expending mostly.In a word, the purpose of the research is to supply a set of scientific method which suits for calculating economic growth drived by ERS and demonstrate its feasibility of ERS,to offer reference for the government, education institution, the leaders of college ,etc.
