Children today are the masters to be in the twenty-first century. The preschool teachers will take on many new tasks in the face of twenty-first century. To construct a new training program for the preschool teachers is the one of the most important topics in the field of teacher's education. Many countries have endeavored to build up their own programs both in theory and in practice.Shanghai is the center of China in economics ,culture and education. In the course of formulating the training program for preschool teachers, we must draw on the advantages of these deferent programs, and try to establish the program which is faced to the future, the world and the modernization.This research mainly uses literature and interview method. Firstly, the author compares the deferent programs in 18 countries in five aspects: entry requiremeni, the length and the level of training, the system of training, the range of training, the curriculums, and concludes the main trends of the programs. Secondly, on the base of reviewing the programs in Shanghai and interviewing some teachers, the author points out the problems. At last, on the view of the comparison and analysis, the author puts forward some basic thinking for establishing a new program.
