Community education results from the times. The social background of lifelong education and learning society makes community education appear its importance than ever before. The reform of Socialist market economy system and Socialist politics system have changed "unit person" to "social person". Social problem is increasing, which makes community own duty and power of managing the society. At the same time, the inhabitants' requirement of reserving lifelong education and attending lifelong learning is more and more intensive. The power that the government mastered social resources is becoming looser, "free and flowing resources"and "free and flowing space"are producing and developing. Macro social background has given community education a good oppotunity while it also makes community education face great challenge. One hand, it requires us to fasten the community education development,the other hand.it also reminds us that community education is not a seperate system;its development needs social resources in communities which contain tangible resources such as material resources, financial resources and manpower resources and intangible resources such as managing organization resources and cultural resources. However, development of community education in our country is just on the beginning period. Development and utility of social resources still have a contradiction.It is that supply of social resources is less than requisition while some social resources are spare and waste. So development of community education in our country needs building new strategy of developing and using social resources. Under the social background of our country, the paper proposes to build an integratation which is "developing latent social resources wholly, using obvious social resources fully". It is that community education integrates all kinds of resources by means of developing education activities. It must insist the reciprocity principle, making the community organization manage the education, making all inhabitants attend community education activities and all units support community education. These can make community education develop better, getting educational profit, economic profit and social profit from social resources fully.
