In the early 1990's of 21 century, China raised the wave of the mergence of HE institutions on a large scale. The purpose of the mergence is intended to avoid the shortcomings caused by the former higher education system, such as strip-block division, decentralized distribution, duplicate construction, and low efficiency. According to the "Outlines for Chinese Education Reform and Development", the reform of mergence has the rule of "Constructing Altogether, Adjusting, Cooperation and Integration". The reform from the top to down is unprecedented and has its deep influence on Chinese higher education. Yangzhou University amalgamated by 6 provinced universities raised the curtain in May 1992.Later Nanchang University and Sichuan University were amalgamated in 1993 and 1994. New Zhejiang University pushed the university amalgamation to the climax in 1998. The wave of the mergence of HE institutions became more and more calm, until the new Wuhan University was established in August of 2000. It took 8 years and dealt with more than 900 HE institutions in which 387 regular HE institutions have been merged into 212.Because of discipline integration and cross-penetrating among multi disciplines, the university after amalgamating has realized resource-sharing and advantage complementary and improved the level and efficiency in university management of running a university. But we should realize soberly that the merged HE institutions do not shut efficaciously. To reach complementary advantages and improve university level and efficiency in university management, we should see the real operation process, integration state and management innovation after merging. This paper will study the substantive integration of merged HE institutions on the basic of the combination of the theory and example.The chapter one of this thesis discusses the proposition of the question and study meaning, defines related concepts, and also reviews the document of merged HE institutions and substantive integration ofHE institutions. The chapter two of this thesis describes classfication and the present situation of combined HE institutions and progress as well as the reason of the wave of the mergence of HE institutions. Here it provides the foundation for the latter analysis. Chapter three summarizes this important integration process as three levels in term of organizing behaviouristics, namely top layer merge, middle level merge and deep layer merge, analyses substantive intension and various kinds of contradictions of course of integration at the same time. According to these contradictions, the 4th chapter of thesis puts forward four strategies of substantive Integration merged HE institutions.
