Secondary vocational education is closely related to regional economic and industrial structures. Industrial restructuring in Qianjiang District has brought forward new requirements of correlative talents. Secondary vocational education is geared to serving regional economic and industrial structures, but at present the quality and pattern of personnel are lagging behind the situation of industrial restructuring. Based on substantial investigations and documents, this thesis has researched into the reform of secondary vocational education in Qianjiang District and thought a lot about bringing up qualified talents according to the needs of job market.The thesis consists of four parts: in the first part, I explained the reason of making the research as well as the study method. In the second part, I investigated the present situation and adjustment of industrial structure in the district, and also analyzed the new requirements of talents as well as the problems with talents in the district. The result indicates that there is a gap between the working staff and the needs of industrial restructuring. The key solution lies in the development of secondary vocational education. In the third part, great importance is attached to the inadaptability between secondary vocational education and industrial restructuring, which reflects inthe following aspects: single training objective; inappropriate course design; out-dated auricular system; old teaching approaches and methods; single evaluating mode; fossilized teaching system; weak foundation for combination between schools and enterprises; inadaptability between teaching staff and industrial structure. In the fourth part, some suggestions have been advocated on the reform of secondary vocational education in Qianjiang District, namely, vocational education must be oriented to the market needs, constantly adjusting the training objective, course content, fostering approaches and teaching methods so as to set up an efficient operation system between vocational schools and enterprises. Meanwhile, shift of government function is necessary, some measures must be taken in the system of job market access, investment, running schools and bringing up talents. Society, government and school should transform their concepts, build an outlook of life-long education and enhance cooperation of all sides so as to promote a sustainable development of secondary vocational education.
