This paper intends to borrow the theory of institutional change in new institutional economics to explain the phenomenon of higher education reform and development, mainly discussing the possibility and its function of higher educational institutions as an inherent resource.The content includes four chapters and its introduction. In the introduction, the trend and its meaning of new economic infiltrating into the domain of education are briefly related. Chapter one tackles the problem of constructing the general concept system in the perspective of new economic. Chapter two mainly discusses why and how higher educational institutions act as a very important resource to promote higher education's development. After the preparation of these two chapters, chapter three then uses the constructed theory above to explain the reality of higher education development home and abroad, trying to highlight the force of higher educational institutions changing. In chapter four, some views to solve the problems facing our higher educational institutions changing are put forward. Some of the main views in this paper are: (1) the higher educational institutions are very important resources; the effective institution arrangement and supply are vital in our present higher education development. (2) The function of higher educational institutions is inherent, born of the rational calculation based on their own interests of different subjects mainly referring to governments, organizations and personal subject. (3) The changing of higher educational institutions follows some kind of path. We should escape from being locked in a less effective state when carrying out institutions changing. Also, the governments' deeds should be effective. (4) The property system is to the core of the institutions changing theory. The educational property system has now become more and more a serious problem in our higher education development. To brake through such a barrier will be the arduous task in the late development and reform of our higher education.
