Analyzing the points of view of management shows that individual needs are closely relevant to individual's being inspired. Only by studying the inspiration in the management can we do furthest research in the individual needs. With the development of our country's social market economy, the education reform and the implementation of "The State Council's decisions of the elementary education reform and development", primary teachers' social positions, role requirements and values have changed correspondingly. Their needs naturally have distinct professional and current characters. To improve primary teachers' management effect and wield proper inspiring means, we must do further researches on the present conditions of their needs and the strategies to meet their present needs.The general train of thought in this thesis is based on the study of the inspiring strategies to meet the primary teachers' needs and suit the subjective and objective conditions in primary school management at present, by reviewing Maslow's theory of needing levels and the researching achievements on teachers' needs and inspiring strategies, applying surveys to the meeting levels of the present conditions of primary teachers' needs (mainly involving the inspiring issues in the school management), counting and analyzing the general condition of the meeting level of primary teachers' needs, the differences in different areas and different types of schools, different sexes, different ages, different academic degrees and different professional titles, etc. together with individual cases analyses, literature review and theory studies.At present, the average meeting lever of the primary school teachers' needs is mediocre. The meeting level of the physiological needs is comparatively low, distinctively lower than the general average level, while that of the needs of safety, belongingness, love and self-fulfillment is comparatively high (the meeting level of the safety needs is the highest, distinctively higher than the general average level.The meeting level of the needs of self-respect is mediocre. Different ages and different professional titles have distinct influences upon the meeting level of the primary teachers' needs of self-respect,while different academic degrees obviously have distinct influencesupon the meeting level of the physiological needs. And so do they upon the meetinglevel of their safety needs .Full play must be given to the inspiring function based both on every need level and on the new inspiring function formed by the interaction of the meeting of every needs in the management of primary schools. It would be effective to adopt corresponding strategies in meeting different primary teachers' changing needs in different school culture and environment. The aim of the inspiration in primary school management is to achieve an organic unity of the development, a continued one, of both schools and teachers. The primary school managerial personnel should pay close attention to the self-advancement of the teachers to meet their needs of self-respect and self-advancement in their work, strive to enrich their work, help the teachers to learn creativity, challenges and the senses of achievement and advancement from their work, so as to arouse enthusiasm in their work, and thus to have the teachers' continued development bring along the schools' continued development.
