From the fifties of the 20th century to the seventies in our country, because thestate implemented vertical combination of the society highly -management byunit, the people's activities generally went on in the unit, and the quantity of the kinds of corporations and mass organizations was very less, and the production and development of the third sector lacked essential space; But since the reform and opening-up, with the setting-up and perfection of the socialism market economy system, with the constant promotion of reform about the government system, great changes have taken place about the pattern of strong state - weak society, and the system of unit has disintegrated progressively , and the citizens have begun to be changed from " unit people " to " social people ", and the government's power has been returning to the society little by little, which has created good condition for development of the third sector in our country, and has also established the foundationfor a transition of the government's urban community's management mode-realization of the urban community governance. This thesis regarding Marx's dialectical materialism as guidelines, proceeding from our country's reality, on the basis of using such theories as political science, sociology, etc. to explain the relevant concepts, using foreign relevant experience for reference, carries on the theory and real example analysis to the relationship of the third sector's development and the urban community governance, and from three respects of environmental construction, organizational building and institutional improvement, puts forward the imagination of structuring the benign and inter-dynamic system between the development of the third sector in our country and the urban community governance. In this thesis, the selection angle is precise and appropriate, with a certain novelty, and the thinking is clear , with rational distribution, and the select materials are suitable -, complete and full; On the research approach, all kinds of approaches are used synthetically, such as documents searches, historical analysis, analysis of the real example, analysis of the theory, comparative study etc., for scientific and comprehensive research; In studying meanings, it has stronger theoretic meaning and realistic meaning, wishing to play a role in casting a brick to attract jade on the domestic theoretical research about the third sector and urban community governance, and to some degree there is directive significance to the development of the third sector and urban community's management practice in our country, in order to realize the benign and inter-dynamicestate between the development of the third sector and the urban community governance in our country progressively.This thesis is made up of four chapters: Chapter one about the third sector and the urban community governance, mainly to define the concept of the third sectors urban community governance etc., and analyze the feasibility to realization of urban community governance in our country; Chapter two, the push of the third sector's development for the process of urban community governance, mainly to launch description from six respects of establishing organization foundation -. offering financial support etc.; Chapter three the promotion of realization of the urban community governance to the development of the third sector, mainly to describe from five respects of offering social capital establishing material base, etc.; Chapter four structuring the benign and inter-dynamic system between the development of the third sector and the urban community governance in our country, mainly to describe from such three respects as the environmental construction -, organizational building ,etc.
