Higher education evaluation is an important measurement for a country and its education administrative department to manage and control the higher education. With the great development of our country's higher education and the foundation of the institution of higher education evaluation every five years, the quantity of higher education evaluation is enlarging while the quality problem is coming up more visibly. For developing higher education, it is an urgent and un-ignorable realistic subject to establish the higher education quality ensuring system with Chinese characteristics to ensure enhancing the evaluation of higher education to a new level. The paper primarily includes the following content. Firstly, the paper introduces the studying conditions abroad and home. Secondly, it analyzes the quality ensuring measurements and the common characteristics of higher education evaluation quality ensuring system of the developed country in the west.
