21st century is one era which people pay attention to human rights generally. Receiving an education right is the most basic and the most marginal human rights as rights to subsistence. Though disabled students are the misfortune person of the human society, they are a member of our human big family and they have human dignity and right too, so they should accept P.E which suit their physical and psychological characteristic like ordinary student and sharing educational resources. This is stipulated by nature and system of our country educating and determined by the subject of P.E of the school too. In China special education starts relatively late and it is relatively backward to compare with economy. Our country Party and government pay much attention to special P.E and have made very great achievement in special P.E, however, still far lag behind level of education of P.E of the ordinary school. With the development of economy and increasing of experts and scholars paying close attention to the disabled person educated, special education will meet the unprecedented opportunity for development. Henan province is the first large province of people in China and the province where the disabled is the most populous too. At the time of entering one new round of reforms in ordinary middle and primary schools' P.E course, carrying on research to the educational problem of P.E for the disabled of Henan Province have a very deep theory and realistic meaning. This paper is based on the theories of education, psychology, logic, sociology. Refering to a series of research methods such as documents and materials investigation method, logic method, systems approach, mathematics and physics statistical method, analyze and study systematically P.E of special education school of Henan Province. The main problems faced by P.E development of special education school of Henan Province are listed as following: 1.The funds of special education school is short of and channels of providing funds is few. 2.The local government pays not much attention to special P.E work and work coordinate between two directing departments is scarce. 3.The professional quality of the whole staff of special P.E teacher is low and the knowledge of special P.E is deficient. 4.Special P.E teaching and research activity is very few and lacking chance of exchanging. 5.The books and reference materials related to teaching of P.E for the disabled are insufficient. 6.The facility of PE is scarce and a wide difference between at city and district and county level special education school.7.The sports meeting of special education school can't be held regularly and sports match is very few. 8.P.E syllabus and textbook adapting to disabled students are relatively backward. Countering the problems existing P.E of special education school, dealing with the realistic condition of life and studying of disabled students, suggestions of development of P.E of special education school of Henan province are given: 1.The government should strengthen work and creating good P.E environment for disabled person. 2. Strengthening building of the staff of teacher and attaching importance to training and continuing education of the special P.E teacher. 3. Reforming teacher-training and expanding the channels of cultivating special P.E teacher. 4. Raising fund by multi-channels and improving facility of special education school P.E. 5. Perfecting system of special P.E teaching and research activity and increasing the exchange chance. 6. Writing P.E syllabus of special education school and textbook again. 7.Holding sports cultural activity that suitable disabled students participate in regularly.
