As knowledge economy being in global development, the internationalcompetition is fierce day by day, the important function of the knowledge,human resources and education are becoming more and more prominent in thecourse of socio-economic development of various countries. In our country,establish "invigorates the province through science and education","invigorates the province through science and education"to be key educationdevelopment strategy of thought successively with Beijing, Tianjin , Shanghai,Guangdong , Jiangsu and Zhejiang, Liaoning etc. for representative. ButJilin Province put forward goal that "build the powerful educationalprovince"which get out of the strategic policy foundation that "sturdy toadvance industrial province, science and educational province and ecologicalprovince ".This dissertation explains the intension of the educational province atfirst. "Educational province"is that a kind of image of ours description, getsused to according to the language, we often name for an item of thingsaccording to the outstanding characteristic in a certain respect, and thischaracteristic is not often possessed by other things or the overwhelmingmajority of other things. And the outstanding characteristic of the educationshould be that the strength of education is strong. So we hold that educationalprovince is the quasi-powerful educational province that means the compareswith other state of development of trade, the state of development ofeducation should be much better in one area.I have explained three criterions for building the powerful educationalprovince, according to the past research results. (1) Strong educational abilityand comprehensive strength, which contains teaching quality of the school,teachers level, educational equipment, educational operation level and somemarks of the examination and educational structure of course, etc.(2) Thefunction of education is greater in promoting the development of socialeconomy. Criterion of the quasi-powerful educational province should beomitted a little lower than the powerful educational provinces', only becauseeducational province is equal to the quasi-powerful educational province.I expound the necessities of build the quasi-powerful educationalprovince in Jilin from two aspects, on the basis of the above theory analysis,which are the needs of realizing educational sustainable development and theeconomic great-leap-forward development. Probe into the possibility questionin building the educational province from the educational inside and externalstate of development of Jilin Province. Analyzing from the inside state ofdevelopment of education: The scale of all types of education of JilinProvince is arranged before the national army occupies; the higher educationhas closest relationship with economic development, its subjects involve eachfield of national economic and social development; The whole educationalsystem is perfect, and team's level is strengthened progressively with theteachers of its outfit. from the outside state of development of education: Theadjustment of the economic structure in the whole province, the optimizationof the industrial structure has established the material base for the educationaldevelopment;The population development trend needs the schools at alllevels to make corresponding adjustment and long-term plan;The adjustmentof workforce's employment structure has put forward the demand to theadjustment of the educational structure and personnel training specification.So no matter inside factor or external environment condition, Jilin Provincehas owned the realistic foundation to realize long-term of strategic objectivethat is building quasi-powerful educational province.We should analyze how to turn this kind of possibility into a reality.Facing the scale of a larger education that is formed under the plannedeconomic system in the past, as economically underdeveloped area, JilinProvince can't be can't be unrealistically optimistic, only because under theeconomic principle of the market now, the existence and development that areeducated face such as the economic base is weak, educate the interacting witheconomy question such as being strong. This text holds that in order to solvethe problem that reality exists we should : â‘ Paying attention to basiceducational development, the government not merely need to pay attention tothe input of the fund, the more important thing is that arm with teachers reallyup to the mark strength , proceed from angle of life-long education anddevelop basic education. â‘¡one of the important task in course is continuingdeveloping and strengthening higher education. This text holds that we shouldtake the way to combine intension with epitaxy. â‘¢Another step we can't beignored is developing the people and carry out education in a morecost-effective manner. Government should pay close attention to the terms ofthe fund raises and educational forms; the school should concern oneselfproblem of management and managing. â‘£It is to build the focal point in theeducational province and difficult point , is implementing the ruralcompulsory education management system of " taking county as the core " toeducate all the time in the countryside, while increasing input, Jilin Provinceshould pay close attention to the rural vocational education of Jilin Province ,this is the key to bringing about an advance in countryside.
