The tradition of Chinese mathematics education is to attach Two Bases teaching. But in the mathematical course reform of compulsory education, some one raise different opinion to it. The reflection to new mathematical course and the pendulum phenomenon in the past mathematical reform urged people to consider the basic contradiction between Mathematical Aspect and Educational Aspect. To put it into effect to mathematical course and teaching, schools should seek the balancing view on mathematical course and teaching by considering the mathematics knowledge as the logic starting point.The study finds that the mathematical knowledge view in school has emerged new changes, and that teachers and students have had procedural knowledge view. To combine it to result knowledge, they have thought the problem about the essence view, course view;studying view, teaching view, evaluation view of mathematics knowledge. Mathematical procedural knowledge are showed by three improving form: the experience of mathematical activity, experienced mathematical emotion, mathematical thought grasping. Fusing it to mathematical formalized knowledge, the dual knowledge view has been formed as the total view of mathematics knowledge. Insisting the dual view of mathematics knowledge is the key to solve the basic contradiction of mathematics education.Mathematical course view based on the dual knowledge view encouragesthat the course objective should achieve a balance between training and application, the course content should emphasize the balance between basic and education, the course structure should demand the balance between logic and cognition. Mathematical teaching view based on the dual knowledge view advocates that the teaching pattern should handle the relation between explanation and exploration, use fitting modern and traditional teaching technology, and mediate between traditional test and qualitative evaluation.To insist the total view of mathematics knowledge and set up the balancing view on mathematical course and teaching have some theory meaning and practice worth for marching and deepening mathematical course reform successfully.
