As the first heavy industrial base since the establishment of the PRC, the Northeast Old Industrial Base had made great contribution to the economic development of our young China. However, with the rapid development of the economy and the reform and opening-up, the development and the economic efficiency of the Northeast Old Industrial Base declined sharply;and the contradictions between resources and development aggravated;and the mechanism and the environment problem became obviously. At last the whole development was caught in difficulty. In order to accelerate and coordinate the regional economy and implement the grand target of the well-to-do society and maintain our strength and international competitive power, the Third Plenary Session of the Sixteenth Party Central Committee made the strategic idea of revitalizing the old industrial base in the northeastern area. The strategic idea made a historical and significant opportunity for the development of the northeast industrial base. But whether we can seize the great chance and form a great situation of a prosperous, plural, coordinate, cooperating and talent-based development, the key relies on the solution of the problem of the human beings. Namely, qualified personnel are the decisive factor for the revitalization of the industrial base. So the northeasters should accelerate the footstep of the cultivation and introduction of the high-qualified and specialized workforce and form a high-qualified talent team to make a good preparation for the northeastern economic development. And this paper mainly focuses on this point.This paper consists of four parts. In the first part, the relevant theoretical frameworks of the human resources are introduced here. In the second part, the role of the human resources in the revitalization of the Northeast Old Industrial Base is introduced. In the third part, the Station of the talent development of the Northeast Old Industrial Base are introduced. In the forth part, it mainly introduces the strategy of the talent development of the Northeast Old Industrial Base. This paper not only includes the analysis of the relevant theories but also discusses some solutions based on the actual work state of the northeastern talents. And this paper also provides a whole valuable set of the strategic development of the Northeast Old Industrial Base.
