With the advent of learning society, learning gradually internalized as a person in need. At the same time, learning is the necessary means of survival and development of people. In recent years, more and more people would like to take part in higher education. The accommodation of higher education is limited, adult higher education, as higher education is another way, increasingly reveals its importance. Colleges and universities have organized adult higher education for 50 years. A lot of talents have been trained for social development. However, it is undeniable that a number of problems are found in adult higher education. Particularly "teaching" and "learning" are ignored in the teaching process. Students are lack of learning enthusiasm and initiative. The decline in the quality of teaching of adult higher education has already affected the reputation of adult higher education in colleges and universities.There are the same issues in Shandong Province adult higher education in colleges and universities. Quality is life. In order to ensure high quality of Shandong Province adult higher education in colleges and universities, we have to concern "teaching" and "learning". The purpose of "Teaching" is for "study", all in all, adult learning is the most crucial issue. Therefore, optimization of learning situation of adult students in Shandong Province colleges and universities is the purpose and the focus of raising the quality of Shandong Province adult higher education in colleges and universities. First and foremost, this requires full and objective understanding and grasp of adult learning situation of Shandong Province colleges and universities. The author has investigated a lotof adult students in seven college and universities in Shandong Province through a questionnaire. Data are statistics and analyzed by the SPSS. Adults learning characteristics and problems are founded. Finally, the author raised the optimization strategy of learning situation of adult students in Shandong Province colleges and universities, based on the problems and causes of learning situation of adult students, at the same time, in reference to the research results.
