From the 1999, The Ministry of Education proposes the comprehensive talent educationfor all-around development. Up until now, looking from the education effect, we haven'tachieved the anticipating goal. The teacher is key implements for carrying out talenteducation, how to make full use of teacher's function, enable the talent education to achievethe anticipating effect, it is the main question which we meet. Among them, it is thebottleneck to carry out talent education to have a science effective appraisal to the teacher. Inthe day to carry out the talent education, when middle and elementary schools appraisecorrelation teacher's teaching achievements, still take student's test result and the proportionof students entering schools of a higher grade as the major targets. The traditional assessmentmethod neither benefits the student nor is good for the teacher teaching ability. The paperanalyses the teacher developmental appraisal in the teaching ability aspect.In overseas research on the teacher teaching ability appraisal, the overseas educationalistand the educator pay attention to the whole research not concrete discipline in the process.The U.S. has taken forward the developmental appraisal system in the end of the 80's. TheU.K. is only then starts to teacher's system appraisal at the beginning of 1980s to carry on,appraises the system aspect in the teacher, explicitly proposed the teacher appraises thesystem to be supposed to separate with the rewards and punishments system. Our countryteacher's appraisal also starts and forms in the 1980s. It pays great attention to the appraisalresult, but to the teacher's career development. Our country teacher's appraisal also have adifferent aspect with the overseas, that we formed by has taken an exam the education thecareer development having the various negative influence.From the domestic and foreign research, it is not difficult to discover that, it is a fewresearches on teacher's teaching ability. The paper study the from the meaning ofdevelopmental appraisal, analyzes the developmental appraisal goal of physics teacherteaching ability in middle school, the content, the principle, the method as well as theimplementation way, constructs the middle school teacher teaching ability developmentalappraisal system, proposes the implementation strategy, and conducts the practice research,finally, reconsidered the question and the insufficiency which existed in the research process.
