Higher Technical and Vocational Education (HTVE) is education which trains higher technical talents. Its birth is related closely to the transformation of technical knowledge. HTVE has two major attributes, the high and the occupational that have been widely accepted. The formerhas existed chiefly because the educational content of HTVE--highertechnical and vocational knowledge includes a healthy portion of profound scientific theories; the emergence of the latter is that the knowledge is used to resolve the technical problems belonging to a certain vocation at all time. Therefore, HTVE educates students not only understanding the profound scientific theories, but also converting them into the operation of profession used on the work-spot. It means that teachers of HTVE who are subject to teachers of professional curriculums must not only have the corresponding structure of professional knowledge, but also pass on them to students effectively. This ideal image of teachers of HTVE is designed from a theoretical standpoint.In our country, because of various reasons, HTVE appeared the unreasonable phenomenon that theory was held in high regard and practice was neglected from the outset.
