Educational evaluation has been an important project in the reform and development of our national education since 1980s. Like all reforms, the implementation of this New Curriculum of Basic English Education was in some degree impeded at its very beginning because of the previous teaching assessment.This thesis starts with context analysis of our national and instructional situation in secondary school at present, (use for reference) and the relevant international experience and strategies in foreign language teaching and teaching assessment. The author of this paper sincerely hopes it might do its bit for the educational administers at various levels and English teachers to seek for an assessment system of the New Curriculum Reform.Teaching assessment plays a significant role in English teaching course. English teaching assessment, which is based on the aims and requests of the course standard, should implement its effective power over the whole process of teaching and learning. According to the assessment contents and types, teachers are demanded to give proper and timely assessment to their pupils during each of the teaching chain.This thesis states the possible feasibility and efficiency of an assessment system of New Curriculum English Teaching on the basis of the teaching theory and practice hoping for all-round implementation of the New Basic Curriculum.
