The Study On The Problems And Countermeasures About The Participation Of Urban Community Residents In China

Community construction in China is the process, in which the government separates itself from center of both power and responsibility, shaping the cooperation of the government and community organizations in community's service and management by means of fostering community. Its core is to realize the conversion from a unitary community administration by government into plural cooperative governance in urban community. In this kind of reforming process, on the one hand, though as the most important main body, the participation of residents is at the initial stage, lacking of participation and enthusiasm have seriously restricted their participation of community governance. On the other hand, the participation problems of our urban residents have become the"bottleneck"of further improvement on community management, causing the benefit contradictory problems ,which are among the community,residents and superintendent, cannot be solved effectively, Administrative policies of these communities are full of contradictions, making them almost impossible to be carried out in the view of this problem in our society , this thesis unifies many typical cases and research data, based on the discussion on the present situation of governance participation, and carrying out a comprehensive analysis on this social issue , then proposed a basic method on how to solve the problem of governance participation. To construct the cooperative management mechanism which is based on the plural cooperative management and the active interaction among the framework of community.
