Qualified teachers are the most important resources for schools in modern education and the strategic development of the schools is aimed at the building teaching staff by implementing the program for qualified teachers. There is a lack of study, especially quantitative study on the method of the prediction of the supply and demand of qualified teachers at the moment. The present-day popularization of higher education and rapid development of vocational education have contributed to the fact that all higher vocational colleges are faced with the problems of the quantity and structures of the qualified teachers in varying degrees. So there is a crying need for the forecasting methods of the supply and demand of qualified teachers which can be quantified and workable to enhance the scientificalness and perceptiveness of the program of qualified teachers.Based on the mature human resources theory and taking the higher vocational schools as the study object, this thesis presents a systematic analysis of the factors which affect the supply and demand of qualified teachers of higher vocational colleges through the following three aspects: the positioning of higher vocational institute, the maturity of specialized fields and teachers' career management. Furthermore, on the basis of the above-mentioned analysis, statistics theory has been used to establish " Linear Inference Pattern" to predict the future demand for qualified teachers in the higher vocational colleges with sufficient historical data. Systems project theory has been employed to set up GM(1,1) Model to predict the demand for qualified teachers in the higher vocational colleges which are newly-established and developing quickly. Operational research has been practiced to create a Markov Prediction Model to foretell the future structure and quantity of supply and demand of qualified teachers of higher vocational colleges considering the brain drain problems which these schools face as well. The effectiveness, accuracy and workability of the above-mentioned models have been tested by demonstration analysis. In the end of the thesis, tentative plan for further improvement has been put forward. It is hoped to redeem the deficiencies in the quantification study regarding the program for qualified teachers of higher vocational colleges , enhance scientificalness and perceptiveness of the program for qualified teachers of higher vocational institute ,and ensure the security of human resources for the continuable development of the colleges themselves.
