With the coming of popularization of higher education and the further development of the higher education reformation, the quality of the higher education becomes a focus of the higher education researchers. It is an important subject for all the higher education researchers to form a kind of new teaching and learning theory, which can serve both to the reformation of under-graduate education and to the improvement of the higher education quality and the cultivation of the researchable and innovative talents. This research follows the logical orders which are from history to reality, from theory to practice, from macroscopic to microcosmic, from home to abroad. The theory on research-way teaching and learning in Chinese researching university is put forward to after the discussion on the history,the theoretical basement and the practical basement of the thoughts. At last the paper discusses the definition, the classification, the characteristics, the principles and the practices of the theory. Besides, the security system on research-way teaching and learning is also studied.
