A Study On The Analysis Of Population Actuality And Comprehensive Regulation In Kunshan

This article takes the view of scientific development as a guide, and takes the construction of the socialistic harmonious society as background, and is combined with the principle and the method in population statistic methodology, the population and the economical coordinated development theory, the modern scientific management theory, the system control theory, the strategic management theory etc. Under the macroscopic policy of the national economy and social development of 11th-five-year plan passed party's 16th session of the fifth Plenary Session, integrated 11th five year plan development targets in Kunshan city, this article has analyzed the population development present situation in Kunshan. This article has also analyzed the influence of population quantity and structure change to construct harmonious society in Kunshan city, and discussed the problem and the root analysis of the science regulation population and constructed the harmonious Kunshan. Finally, from the government function angle, this article has proposed the countermeasure and the suggestion of the scientific regulation population and constructed the harmonious Kunshan.Except for Chapter 1: Introduction and Chapter 6: Conclusions, the whole article can be divided into four sections:Section 1, according to the material which obtained and the situation of investigation and study on the spot, utilized mass data, this article has analyzed the present situation of the population quantity and change in Kunshan, and evaluated and analyzed the quantity change characteristic of population development and the influence of population explosion to the economical development in Kunshan. Then, analyzed population physical quality, the cultural quality, the structure of talent present situation in Kunshan, and evaluated the influence of quality level characteristic of population development and population overall quality to the economical development in Kunshan.Section 2, under the goal of macro environment of harmonious society, from population quantity and population structure change, this article has analyzed the impact on population total quantity and birth quantity to social public service sharing, social economy average per person index and transfer policy of registered permanent residence. This article has also analyzed the influence of future population sex constitution, the family marriage and the employment from the population birth sex with the non-native population sex constitution. And this article has made the exploration analysis of impact on the adolescent population age constitution change, the working age population scale change to the population total quantity, employment and education. And anatomizes the human quality present situation to the population control goal, the industrial structure promotion, the establishment base of research and development and the promotion of innovation strength, the localization of advanced manufacturing industry base, the economical sustainable growth etc., and explores the key of the regulative work.Section 4, based on the present situation analysis, taken the construction of the socialistic harmonious society as to command, according to the unisonous development theory of economy and the population, this article has established the Kunshan's population regulation lodestar, proposed the Kunshan's population regulation basic mentality, opted the scientific reasonable regulation target system, constructed the maneuverable population regulation system, and put forward the feasible proposal and the actualized project of population synthesis regulation.
