Since 1990's, with the deepen of education reform in our country, research of in-service teacher education are cared by more researchers, but most of them focus on modern continuing teacher education and teacher professional development. There are few historical studies about in-service teachers in primary and secondary school. Almost sixty years passed since PRC is established, there are lots of valuable experiences needs to be summarized and draw lessons from history.Based on the former researches, this article try to clear the course of in-service teacher education of teachers in elementary and secondary school from 1949 to 2000. At the same time, this research can enrich the theory of teacher education, helped to deepen our understanding about problems of teacher professional development, also, it can provide advisory opinion in historical angle about how to develop our country's teacher education system. The paper consists of three parts:Part one clear up the policy of in-service teacher education from 1949 to 2000, and analyze the effects in theory and practice.Part two describes the content and different emphases in different period of in-service teacher education from 1949 to 2000 and analyzed in detail.In the third part, the paper focuses on institutions that implement the in-service teacher education, including a historical review and compared with the institutions in past.
