Regional young-talent construction is of great importance in regional development, and must be taken as a considerable issue. This thesis summarizes the related researches conducted by national and overseas scholars in the first part, then introduces the human resource theory and human capital theory of region young-talent, analyses the characteristics of young-talent and the characteristics of regional talent competition. With the compare of resource allocation modes and the combination of motivation theory, the thesis analyses the process of transformation of individual human capital into the regional human capital system, and establishes the access of micro young-talent into the macro regional talent need. With the demonstration case study of young-talent construction of Beijing Chaoyang district, and the analysis of government's influences on young-talent, positions of organization chart, and the relationship of young-talent and organization chart, the thesis brings forward the structural model of regional young-talent. The thesis carries through a systematic assumption of the collection, allocation, drop-out, development and utilization of regional young-talent. In the final part, the thesis points out the limitation of the study and indicates the expectation of regional young-talent construction in the future.
