"Practical Tertiary Education"is a newly emerging thing, the key to practical talented cultivation is practical teaching which has many problems at present. This paper mainly explores the characteristics of practical tertiary education and the role of practical talents developing in practical teaching, analyzes the present condition of practical teaching and its existing problems. Based on the domestic and foreign practical teaching experience, the writer developed a practical teaching system of tertiary education which is suitable with cultivation aim of practical talents, in connection with and relatively independent on theory teaching in the light of my own working experience.The core of this system is the content system of practical teaching. This paper elaborates the aim and principle in designing practical teaching system of tertiary education, summarizes its characteristics and constructing process, takes the practical teaching system of Engineering Management major as an example.Professional Qualifications Attestation is an important approach in examining and evaluating the effectiveness of practical teaching and students'applied ability. This paper analyzes the characteristics of course teaching and examination in Professional Qualification Attestation, proposes the measures in attesting Professional Qualification Certificates.Extracurricular technology innovation activity is the addition to and extension to practical teaching system. The paper designs the management organization, activity content, aim, organization implementation and relevant measures of technology innovation activity.Practical teaching system cannot stand alone without the constructions of'double-quality teacher'teaching body, in-school and after-school practical teaching bases as well as the relevant systems. It analyzes the important role of'double-quality teacher'teaching body in practical talents development and in practical teaching, puts forward the measures taken in the constructions of'double-quality teacher', discusses the function, the principle and the methods in constructing in-school and after-school practical teaching bases. Moreover, it designs the related systems which guarantee the normal function of practical teaching system.
