Based on the fundamental theory of higher education popularization, this paper analyses the present higher education in China and points out that the design feature of higher education popularization is the quality and the diversification of talents cultivating mode; and then from such aspects as the organization of higher education, orientation of cultivating goals, talents cultivating mode, social needs, the needs of education target, this paper opens out problems in many local undergraduate academies and the necessity and urgency of cultivating applied undergraduate talents at the early stages of the higher education popularization, and then draws the conclusion that applied undergraduate education is the only choice for the local academies. By progressing applied undergraduate education, many advanced countries promoted the course of the popularization, and accelerated the development of economy, science and technology, and the society. By referring to their successful experience, and analyzing the essence and character of applied undergraduate education and the knowledge, capability, making structure of the applied talents, the author gives a general study on the applied undergraduate talents cultivating mode in some local academies in China, from these aspects of orientation of cultivating goals, the teaching plans and curriculum projects, achieving approaches, security systems, then form the comparatively systematic framework for cultivating applied undergraduate talents.On the basis of theoretical studies, this paper attempts to take the undergraduate education practices of Engineering School, Shandong University of Technology as the research object. And this paper conducts thorough studies of several typical cases such as the talents cultivating mode of double certificate system and double qualifications of teacher quality, mutual recognition of credits mode between the education modes of the applied undergraduates and the higher vocational. So this paper is strongly targeted and is of great application value.This paper majors in the studies of social sciences domain, therefore, the basic methodology of this paper is to uphold dialectical materialism and historical materialism and to combine theory with practice.
