The idea of teachers' performance management is regarded by investigator and goveror according to localization and deficiency of teachers' performance evaluation. Some investigator launch out into research of teachers' performance management. Some goveror try to actualize teachers' performance management. However, teachers' performance management has been limited mostly to teachers' performance evaluation in theory and practice at present. A majority of its theory and practice are contained mostly theory and practice of teachers' performance and teachers' performance evaluation. It is appeared by form of theory and practice of teachers' performance evaluation. It is not separated from teachers' performance and teachers' performance evaluation, and shape unattached theory and practice.The development of teachers' performance management theory provides favorable foundation of theory and practice for making up localization and deficiency of teachers' performance evaluation, strengthening communication between governor and teacher and improving on teachers' work performance. Therefore, It make for realizing school aim to shape unattached system of theory and practice, and fartherly study it.Based on study of theory source of teachers' performance management, the paper investigates theory and practice of teachers' performance by means of literature, questionnaire, and interview at present. Six primary issues are discovered in it. They are called "a system and five parts" issues.The paper put forward the research idea of absolute theory of teachers' performance management, discuss implement of idea of teachers' performance management in order to settle six primary issues of theory and practice of teachers' performance by intreducing the theory of teachers' performance management into field of teachers' performance and combining theory and practice of teachers' performance.It is concluded that (1) Grasp of aim and characteristic of teachers' performance management benefits that people know more about the superiority of teachers' performance management system. (2) Mastery of operation process of teachers' performance management benefits that governor actualize teachers' performance management. (3) Cognition of operation process of teachers' performance management system benefits settlling "a system" issue in theory and practice of teachers' performance. (4) It benefits settlling "five parts"issues in theory and practice of teachers' performance that the subsystem of teachers' performance plan, tutorship, evaluation, feedback, and application is discussed.
