Based on review and study of the concept, essence, evolution and development of information literacy across the world, the on-going reforms on curriculums across the country, the needs for social and educational developments, the demands of bringing up excellent graduates with the ability of self-learning and innovation in this new century, this article discusses, with great depth, the definition, essence, extension, training and evaluation of information literacy among students from normal universities in Xinjiang, and proposes many original ideas on related topics.Under the guidance of lifetime learning and innovation, and based on answers from questionnaires from many normal universities in Xinjiang, this article proposes the definition and essence of information literacy. Based on these proposals, the author constructs the system for training the information literacy among students from normal universities in Xinjiang: the "practice class for information literacy" curriculum system. The target is to cultivate students from normal universities so that they have the abilities and skills to adapt to the current information era for a life time, which will eventually help them to become talents who will always be qualified to teach.According to this training system, this article discusses in details, the contents and procedures to carry out the "practice class for information literacy" system, together with secondary cultivating procedures, including the guiding ideas, targets, contents, designs of teaching, and methods of implementation, etc.Based on explanations of the essence of information literacy among students in normal universities, this article also proposes the criteria and methods of evaluation on information literacy. This criteria has four parts, i.e., combination of the consciousness on information and advanced ideas on education, fusion of knowledge in information technology and specialized academic area, infiltration of the abilities on information technology and skills in teaching, and integrated ethics on information technology and self-profession.In the end, this article summaries and prospects the characteristics and problems in this research, as well as some suggestions on further research on related topics.
