Study Of The Culture Construction Of The Community In Society Transiton Period

Society transition generally means the transformation of the society from a traditional one into a modern one including the transformation of turning agriculture society into a industry one. our country is facing the drastic society transformation with impressive changes of the social structure and life styles. In the city it is mainly marked by the industrial restructure and state-owned enterprises request the enterprises should return the social service to the communities. The unit systems which formed during the planned economic structure period has begun to lose effect, that turns the unit individuals into social ones, and it also turns the social individuals into organized ones by functioning the manage,service and education duties of the communities.The communities itself has experienced an impressive changes acting as the social cells, marked by the increase in residents' income,improvement of the life quality and the polarization of society stratum. This increase of the fluidity and functionality of the communities are based on the people's well-being, highlight on enhancing the community identity and attachment, the residents'vitality and community cohesion, creating the cultural environment. These new changes are formed because the rapid development of the city economic in China, and in great contrast with a relatively backward culture construction for nearly 30 years, that causes contradictions and problems in the period of transition, such as the incompatibility between the dated public culture establishments and basic demands on culture development, the existing culture management system and diversified demands of the residents, the idea of culture construction and the core values of this society.The decisions on some important issues concerning the construction of a socialist harmonious society adopted by the Central Committee of the Communist Party of China at the Sixth Plenary Session of the Sixteenth Central Committee of the Party presents that the harmonious society is the essential characteristic of socialist society, and its foundation is the harmonious communities. The development of harmonious culture is an important content to the construction of socialist society, which means the development of harmonious community culture is also an important content to the construction of socialist society.This paper based on Xinhua Community, alternates the emphasis according to the establishment of public culture,methods of community culture activities organization and operation, and the culture development function on the community identity and the community competition. It start from the community and community culture, analyse the importance of the establishment of public culture in transition, and the necessity of conversing the government functions and innovating management system, urgency of producing the public culture products featured by socialist core values.According to the research of author, it should be nailed down that the government is responsible for the basic establishment of culture service in order to constructing a harmonious society. It is necessary to changeover the idea that pays more attention to the establishment than the management. More and more research and control should be used to enhance the construction of culture establishment. To establish and improve the performance evaluation system of using culture establishments, prevent wasting and leaving unused, ensure the establishments are all used in the culture service by system. To shift the government functions, establish the scientific operation system to innovate method of culture service. To establish the culture supply system adhering to the human-based principle to promote the amalgamating level and enhance the comprehensive community competition.All the points of this paper are root from the personal working experiences of author in Xinhua community. According to author, the role which government plays in community administration should be extended to the community management structure instead of the solo responsibility taken by the sub-distract offices. The problem of stereotyped community culture content should be fought out by taking the special humanist ground as the breakthrough point, enhance and coordinate the hybrid and harmony from all sections of community by the culture identification.
