The restructuring and updating of industrial structure impacts localsecondary vocational education system significantly, on both the horizontalspecialties and curriculums and the vertical level structure and talentspecifications. Therefore, higher qualification for teachers in the educationsystem is necessary to accommodate such industrial transformation.However, current teaching staff is hardly to fit the demands of currentindustrial development, both quantity and quality, so some measures shouldbe taken.On basis of literature review and survey, this paper use qualitative andquantitative analytical methods, along with micro and macro ones, thusbuild a basic framework. In part one, this paper analyzes the correlationbetween industrial development and secondary vocational education system,including its teaching staff, then discusses the experience of construction ofteaching staff of the secondary vocational education in some developedcountries. In part two, in the background of industrial updating and its demands for more better secondary vocational talents, the author reviewsthe history and looks forward to the future, standing in the current situationof construction of teaching staff. Moreover, the paper uses pedagogical andeconomic theories to analyze these situations. In part three, the paper offerssome advice to the construction of teaching staff in the secondaryvocational education related to updating of local industries, in respective ofcooperation, encouragement and fluctuation.The paper is characterized as follows: its new perspective whilediscussing the construction of teaching staff in the background ofdevelopment of local industries, and industry—talents—specialty—teacherthe center line of the study; considerable true data and first-hand materialsand new suggestions such as the cooperation system of industry, school andgovernment and larger breadth salary system.
