The Investigation Into The Strategy Of The Human Resource In The Middle Rises

The key of the economic development lies in person, depending on the persons with modern science and technology skills. The essential way of middle rises is to realize the transformation of the middle area from a human resource area to a talented human resource area. This is the strategy of achieving the great goal of the modernization in the middle area and also the basic guarantee of promoting the economic development of the middle area. The middle area should make full use of the relatively advantages of its human resource, enlarge the development and the using of the human resource and implement the strategy of the talented human resource to construct the highland of the talented human resource in the middle rises.Under the strategy of promoting the middle rises by CPC Central Committee and the guidance of the Marxist theory of the talented persons and the scientific views of the talented persons, this paper indicated that the weak part in the middle area was the development of the human resource and the fundamental difference between the East China and the middle area of China also lied in the degree of the development of the human resource by analyzing the condition of the human resource in the middle area. The paper compared the status of the human resource in the East, West and the Middle of China to expose the weakness of the human resource development and the ultimate discrepancy between the East and the Middle of China. The writer of the paper gave some suggestions to the strategy of the development of the human resource in the middle area and designed an application mode of the development in the hope that the paper would make theoretical representation and practical guidance in the practicing the strategy of the human resource in middle rises.
