With the promotion of the higher education popularization and the support of the policies, the higher vocational education has developed a lot. To quicken the development of the higher vocational education, teachers are the important elements that restrict the quality and level of education, so improving teachers' quality becomes very urgent. We should enhance the study on "double qualification" teachers in higher vocational education, and promote the implement of school-based training, which are of great signification for the development of higher vocational education, economy and building harmonious society.This paper first reviews the different understanding of "double qualification" teachers, gives the definition and quality standards of that. Based on development of higher vocational education and the current condition of teachers' training, the paper expounds and proves the necessity of "double qualification" teachers' training. Then, through analyzing the existed modes of teachers' training, and comparing with teachers' training of higher vocational education abroad, it tries to find the gap and problems, and then points out that school-based training is an effective mode which can remedy defects of other modes.From the theories of lifelong education, teachers' specialization, study-oriented organization and adults' education, this paper expounds the theory foundation. Finally, based on the analysis above, this paper puts forward the following suggestion for "double qualification" teachers' school-based training of higher vocational education, such as giving the right position and clearing the aims of training, building up supporting systems, setting correct idea and establishing training web, carrying out rich and various training, developing active training culture.
