Undergraduate education evaluation is in full swing in China, becoming the major measure to evaluate the quality of undergraduate education. The evaluation is being conducted under the direction of certain value-orientation, choice of which would determine the true effect of the whole evaluation. Therefore, it stands in the first place to have an excellent command of norm in value to proceed into practice.There are six sections in this paper: In the first section, the source of the topic, the purpose& value & methods of the research, and definitions of some related concepts are introduced. In the second section, it reviews the development of China's undergraduate education evaluation and makes a summary of the properties of the evaluation based on the macroscopic background of the nation. In the third and fourth sections, the theoretical foundations and practical conditions of the value orientation of Undergraduate education evaluation are analyzed. In the fifth section, the problems and deficiencies of China's undergraduate education evaluation are discussed, characterized by single value orientation, primary position displacement and loss of education, one-side market direction, absence of students' value orientation, and lagging of evaluation concept. In the sixth section, according to developed countries' experiences and combined with China's reality, it puts forward that the college assessment's value orientation should be repositioned, including: keeping to multi-value orientation, establishing value orientation centering on harmonious development, returning to the nature of education, establishing proper concept of quality and evaluation, renewal of evaluation norm, grasping core connotation and constructing developing index system of assessment, establishing scientific evaluation mechanism, enhancing classified guidance, establishing and improving the meta-evaluation systems of undergraduate education, in order to provide the basis and reference for promoting undergraduate education evaluation.
