With the coming of knowledge economic era, the worldwidecompetition is becoming fierc er and fiercer. The growth of economydepends increasingly on the innovation of knowledge and the cultivationof talent. And the competition of comprehensive national power amongthe countries is ultimately determined by predominance in owning highquality talents. To cultivate outstanding talents, the first is to develop theeducation.To a school, the teachers are its life. To enhance the educationquality of a school, the first we should do is to train the teachers, developthe teachers, enhance teachers' work achievements, and then we canenhance the school's overall achievements. Effective human resourcemanagement of a school has become the key to the development of theschool. And the performance management is the key to the effectivehuman resource management. The Performance management is in orderto reach the organization goal through the communication course of opening continuously, forms the interests and out puts anticipated by theorganization goal, and drives the group and individual to make thebehavior good for reaching the goal.This article analyses the characteristics of the teachers, points out anumber of problems in current performance management of teachers.These mainly problems are the absence of the "human rights" in theteachers' performance management. In view of this situation, this articleproposed "people-oriented" performance management of the teachers.The so-called "people-oriented" teacher performance management refersto in the performance management process. We should take particularattention to the respect for the teachers, development of the teachers, andserving the teachers. Its ultimate aim is to achieve a win-win resultbetween the school and the teachers.Then the article undertakes a comprehensive and systematic analysisto the performance management system of a senior middle school, whichis in east of china, and presents its advantages and disadvantages, with theprinciple of "people-oriented" teacher performance management. Thearticle also proposes methods of how to improve it and some other issuesrequiring taking attention, according to the "people-oriented"performance management, which has been mentioned above.The article proposes "people-oriented" teacher performancemanagement through the analysis of teachers' characteristics and the problems which exist in current teacher performance management, andhopes to provide some helpful reference materials about teacherperformance management for schools.
