In the process of training and fostering talented persons, the Creativity Fostering Teachers play the very important role.Afrer the teachers had the psychological characteristic and the teaching behavior, they can raise and promote studenst' creation ability. This is Creativity Forsering Teachers definition: Creativity Fostering Teachers are the teachers Who have the instructing target of fostering the students'creativity in their heart, possess the psychological characters of supporting the students'creativity, hold multiple strategies of fostering students'creativity and apply neatly these strategies to classroom, adopt effective teaching measures inorder to promote and develop students'creativity.Qualitative research and quantitative research are used in this research. First, we interviewed 10 elementary schools teachers .Then on the base of the structure interview and the literature retrieval, 218,314,362 elementary schools teachers as the search object, through the practice investigation, the factor analysis, we determined the Creativity Fostering Teachers' psychological characteristic structure. Finally we discussed its psychological characteristic principle. The main findings are as follows:1 Through qualitative research we found, the Creativity Forsering Teachers' psychological characteristic structure includs four dimensions , understanging and loving students, the achievement motivation, the tolerant and opening, the suitable point in time.2 Basing on the qualitative research and others'finding, we development"the scale of Creativity Forsering Teachers'psychological characteristic".There are 4 dementions and 17 questions in it. Through the exploratory factor analysis, we found 4 factors. The findings in the quantive research and the qualitative research are very much the same. Using the confirmatory factor analysis we found the fitted indexes of the model are well. In other words the hypothetical creative structure is stable.3 In the dimensions of creativity forstering teachers'psychology characteristic,the score of understanding and loving students is highest, the second is the tolerant and opening, the third is the suitable point in time, the high achievement motivation scores points lowly. There are main effects on school record, school region,school type. Center the teacher school record teachers scores points high, next is the faculty school record teacher, the under graduate course school record teacher scores points lowly. In the different school region teacher, the suburb school teacher scores points high, next is the countryside school teachers, the city school teacher scores points lowly. In the different school type teacher, the ordinary school teachers scores points remarkably higher than the key school teachers.In the dimension of the suitable point in time, there has the main effect singnificant different on sex, the school type and the years of teaching. The male teachers scores points is remarkably higher than the female teachers. The ordinary school teachers scores points is remarkably higher than key school teachers. Scores points rise along with the growth of years of teaching. The teacher of 0-3 years'teaching scores points lowly, 0-15 years'teaching is the fast development phase,above 16 years'teaching the scores achiev the peak.In the dimension of high achievement motivation, there has the correlation within the years of teaching and the school record. Various school records teacher scores points in the dimension on roughly assumes the trend of escalation along with the teaching senority growth. In the entire process, the faculty school record teachers score higher than the undergraduate course school record teachesr.In the dimension of tolerant and opening, there is the main effect of school type and the grade. The ordinary school teachers'scores points is remarkably higher than the key school teachers. The Center grade teachers tolerant and opening than the lower and the higher grades teachers .In the dimension of understanding and loving students ,there is the the trend of escalation from 0 to 15 years of teaching, and then the trend of dropping afer 16 years. In 4-15 years of the teaching senority ,teacher scores points is remarkably higher than others.
