Since private colleges and universities resume running in China, private higher education has been considerable development, schools'level has been elevated constantly, private higher education will take more important historical responsibility. After our country enlarged college entrance examination enrollment in 1999, private higher education develops rapidly, also injects vitality to high education in our country.However, now, some problems still exist in the process of private high education'development, especially our country take private higher education as social and public welfare undertakings, however, Many preferential policies, such as revenue, reasonable return, teacher preparation, financial support, risk prevention etc, still aren't effectively implemented, education authorities are still confused in some aspects of the management of private colleges and universities, lack of humanity. theoretical analysis and case studies show whether in foreign countries or in China, national administrative acts will have an impact on private higher education in their own country, will promote or hinder private high education. private colleges and universities will also take various measures and strategies, to avoid various risks, pursue its own development.Henceforth, first of all, private higher education must be re-positioning, formulate reasonable policies, to further promote the development private higher education. Especially the policy formulation and the way the government acts to promote the development of private education, from the height of the development of education, to regard the issue of private higher education. Secondly, in the process of administrative actions, we should attention to the following aspects: Reducing direct administrative intervention, implementing market-based regulation; further improving the education system for a reasonable return, encouraging private investment on education; establishing transfer payment system, ensure to support the teaching and research in private colleges and universities; establishing risk prevention system and risk intervention mechanism in private colleges and universities according to law.
