Inner Mongolia is a developing frontier area in which Mongolian nationality is the major part of the people. Frontier agricultural area of that is difficult and important point of minority education development of whole region with inconvenient traffic condition, poor living condition, poor condition for education, low level with running school, low quality and affectivity with running school, etc.The most parts of the border area belong to poverty region, west region and minority nationality region. The education of border area is not only related to the development of education t of west region, countryside and nationality but also is the important problem our country stressed at present. This paper posed and analyzed the problems existed in the west region and minority nationality region in order to improve the teaching quality of west region and minority nationality region .Meantime it has reality and history significance for the economic development and society development of the frontier region.This paper investigated the particular nature of the minority education according to the present condition of the foundational education of the border area. As the result, we found the investment for education is not enough; the rate of schooling is low; the structure of the teacher on subjects is unbalanced; the teaching method is outmoded; the reform for the education is not effective; minority foundational education and professional education are not connected closely in the border area. These problems are still the important and comment problem to be solved in the minority foundational education of the border area.Moreover, This paper puts forward some suggestions and measures for the development of national foundational education of the border area according to the policy of the country toward minority education and the policy of developing national education in the border area for solving the existing problems hoping to do some helps to the minority foundational education of the border area。...
