Metacognition is one of the research areas which is paid attention in psychology and pedagogy areas at present. Usually it is widely defined as the knowledge which takes the cognition process and the result as the object, we call it metacognition because its core significance is understanding cognition. In other words, metacognition is that cognition main body understands his own psychopathology,capability,task goal,cognitive strategy and so on. Simultaneously, metacognition is also that cognition main body plan,monitor and adjust his own kinds of cognitive activity. The development level of students'metacognitive capability directly restrict their development level about each aspect of thought , concentratly reflects students'thought and intelligent level. Therefore, it has already become one of important branches about raising the students'capability in information society.Based on the basic prerequisite that students' metacognitive capability can be raised and promoted through some instructional methods and strategies, this study selects inquiry learning as its fundamental studying environment, uses literature analytic method and case analytic method for theory exploration,takes strategy of raising students'metacognitive capability as its fundamental studying object, discusses the possibility and necessity of raising students'metacognitive capability in inquiry learning. Raising students'metacognitive capability can enhance students'main body consciousness, promote students'cognitive structure to consummate and improve students'independent learning capability.Through theory elaboration of inquiry learning and metacognition, this study proposes the fundamental strategies of raising students'metaconitive capability in inquiry learning: accumulating metaconitive knowledge,strengthening metaconitive experience, enhancing metaconitive monitoring capability. And in each stratefy it introduces teacher behavior and students behavior gradually. This study proposes the Stage Type—Teacher-Student Interaction model of inquiry learning, takes the case to explain the possibility and necessity of raising students' metacognitive capability in inquiry learning: the development of inquiry learning can stimulate the students' metacognition, in turn, the enhancement of metacognitive capability can promote the development of inquiry capability, this can make inquiry learning develop smoothly . Inquiry learning provides monitor process for the display of metacognition and provides demonstration stage for the utilization of metacognition ,in addition, provides a platform for the development of metacognition, inquiry learning will become the important way of raising metacognitive capability.
